Not much is to be discerned from the early media reports. Often the media gets their information from preliminary police reports, and this leads to a lot of misinformation. We can't say for sure what took place, or who was at fault until we know the outcome of a more thorough investigation. To make a determination without an in-depth look at the accident and the events surrounding it does more harm than good.
