Some may wonder why someone would be walking around so early in the morning, but consider that it's 3:30 a.m. on a Sunday morning. A lot of people tend to be out after their Saturday nights out, so it's entirely reasonable to expect seeing some people crossing the street in central Dallas even this early. Now, whether or not that means this was reasonably avoidable isn't clear. That's going to depend on much clearer information than what's currently available to the public.
