Alice Tougouma, Francois Kima Injured by Alleged DWI Driver in Harris County, TX

Harris County, TX — October 3, 2022, Alice Tougouma and Francois Kima were injured in a crash with an alleged DWI driver in Harris County.

Authorities say the incident happened around 8:50 p.m. on Allen Parkway near Stanford Street. Preliminary investigation suggests Rernard Warner, 41, was driving a Ford F-150 west in the eastbound lanes of Allen Parkway, against traffic, when he crashed into the victims' eastbound Hyundai Tucson.

Kima, 36, Tougouma, 28, and Warner all suffered serious injuries in the crash and were taken to area hospitals. Investigators alleged Warner was under the influence of alcohol at the time of the wreck and a preliminary charge of intoxication assault was filed.

Something too often overlooked after an alleged drunk driver hurts someone in Texas is where their alcohol came from--a detail far more important than some may think. Why? Because depending on where the suspect drank before the accident, the business that served it to him may have a legal duty to help the injured crash victims get back on their feet.

Little as I like to say it, though, law enforcement doesn't spend much time tracking down negligent over-service from bars, clubs, and restaurants, content instead to simply punish the drunk drivers they produce.
