Hector Serrano Killed in Truck Accident on 215 Freeway near Menifee, CA

UPDATE (August 4, 2022): The person killed in this accident has been identified as Hector Serrano.

Menifee, CA — August 1, 2022, a 22-year-old man died in a crash with a big rig that blew a tire on Interstate 215 near Menifee.

According to reports the incident happened just before 6:00 a.m. on southbound I-215 near McCall Boulevard. Preliminary investigation suggests a tractor-trailer was headed south in the #2 lane when a Toyota pickup truck began to pass it in the #1 lane. The big rig's left-front tire blew out and it veered toward the pickup.

The Toyota driver swerved away into the median but lost control. His vehicle overturned and rolled, then came to rest in the #3 lane.

A passenger in the pickup was pronounced dead at the scene. Its driver received minor injuries and was taken to an area hospital. The commercial truck driver was unhurt.

Accidents caused by tire blowouts rarely get much attention or analysis. After all, if something on the road punctures a tire what can anyone really do?

Here's the problem with trying to write the whole thing off that way: Road debris isn't the only reason a tire might blow out. For instance, some give way because they're completely worn out and should have been replaced long ago. If the truck's maintenance records show its tires should have been patched or swapped and one failed because of excessive use, then whoever owns and/or maintains the truck could be responsible for not taking appropriate care of it.

Another possibility is a defective tire. Anything from poor design to a bad batch off the line can lead to blowouts without the driver actually doing anything wrong, and in those cases the manufacturer needs to take urgent action. Not only would it be responsible for the crash, but it'd also need to issue a recall and address the flaw before anyone else suffered the same fate.

I don't mean to overcomplicate things, but I think it's important to recognize that they could be more complex than they seem. So how do investigators determine what was to blame? Well, that generally takes the right tools and training--which regular police traffic investigators rarely have. Differentiating between poor maintenance, unavoidable debris, defects, and other possible causes requires a lot more effort than just a once-over at the scene. Hopefully steps are taken to find some real answers.
