Beatriz Rayo, Child Injured; Baby Killed in Car Accident off US-75 in Dallas, TX

Dallas, TX — June 13, 2022, a baby girl died and three people were injured in a collision off North Central Expressway in Dallas.

According to reports the incident happened around 2:25 a.m. on the Central Expressway (US-75) service road at Royal Lane. Preliminary investigation suggests a Mazda 3 was westbound on Royal, approaching the service road intersection. Nearby, 27-year-old Beatriz Rayo was driving a Honda Civic north on the service road and passed partway through the Royal intersection.

Reports say the Mazda driver disregarded a red light and crashed into the passenger side of the Honda. Both vehicles spun away from the impact and came to rest a short distance from the crash site.

A baby in the Honda was ejected from her car seat during the collision and suffered fatal injuries. Rayo, a 2-year-old girl in the Honda, and the Mazda driver all reportedly received minor injuries.

Investigators believe the Mazda driver was intoxicated and collected blood samples for testing.

No further information is available at this time.

Commentary on Beatriz Rayo Accident off US-75 in Dallas

If blood tests confirm alcohol was involved here as police believe, some may think that just means the suspected DWI driver will face related charges. However, if intoxication was a factor then there may be other issues to address. For instance, police should also find out where the suspect drank the alcohol. But why would that matter?

Texas and many other states broaden the responsibility for DWI wrecks beyond the drivers to sometimes include the businesses that sold or served them drinks. If further investigations find a licensed alcohol vendor provided more alcohol to the suspect even though he was obviously intoxicated, under dram shop law that business may be responsible for damage done in the crash. It would then be legally obligated to make what amends it could to all the victims. Sadly it can't restore what was taken away, but it still shouldn't escape with no accountability if it played a part in ending a young life.

Dram shop law was created to ensure business that value profits over public safety face serious consequences for getting their priorities out of order. Not every DWI wreck starts with a dram violation, but they're more common than people think and a crash so soon after closing time should certainly be investigated for one. Will the authorities look into that, or would an independent investigation better ensure the victims gets the help they deserve?
