For starters, there's the lingering question of why he took off. Depending on what investigators learn about that, there may unique legal avenues to help the victim recover from her injuries.
For example, if the hit-and-run driver fled because he was intoxicated after being over-served at a bar, it could mean that business is partly liable for the victim's injuries under dram shop law. In that case it might have a legal duty to help the victim get back on her feet.
I'm not saying for certain that a dram shop violation happened here, but did the authorities even look into it? Little as I like saying it, probably not. Law enforcement often sticks to punishing individuals while overlooking too many negligent businesses.
