With a situation like this, it's important to take the reports with a grain of salt. Is it likely for a crash like this to be the result of unsafe speeds? Absolutely. But commercial trucks can be incredibly complex, and authorities don't often have the experience and tools to look into things like driver training, vehicle maintenance, tire defects, cargo shifts, road defects, etc. As such, it's best folks not jump to conclusions and focus on what can be done for the victim until all the facts are clear.
