Right now there are quite a few important details missing from reports. That could mean investigators are just playing things close to the vest, or it could mean they don't know much yet. I'm not coming down on them for not having many answers right after the wreck, but I hope they're able to make some sense out it soon.

To learn more investigators still need to look into many potential factors: Possible driver mistakes like distraction or speeding, problems with any of the vehicles, road conditions and design, visibility, lighting and sightlines, inclement weather, other traffic in the area, and many other elements that could have influenced events.

It's always important to be thorough and consider all the possible variables during an investigation, and as more of the dots are connected making assumptions about the picture they'll make isn't a good idea. I've seen too many folks rush to judgment after reading a few sentences in the news only to wholly change their minds after more information came to light. The same could happen here, though a "by the book" police investigation may not fully explain things either.

After a major accident--particularly one involving one or more commercial trucks--an independent investigation better ensures the whole truth is found. Whatever is learned, the folks affected by it deserve to know they have all the answers that could be found. Any other actions beyond just bringing them the truth depend on what that truth turns out to be.
