I've seen police bring up alcohol as a possible factor here, and that's certainly something worth investigating. That's especially important if it turns out a local business sold alcohol to a bunch of teenagers. That business could even be liable if their over-service of alcohol led to the accident. With that said, it's just one possible factor, and early reports like this rarely tell the whole story. I know from experience how quickly people jump to blame teenagers, but the evidence needs to speak for itself. Maybe reckless behavior led to this, or maybe this was a highly unusual series of events the victim couldn't have foreseen. At the end of the day, getting a kid some much needed help means getting clear answers and not jumping to conclusions.
