5 Story Fall Kills Richard Holland in Austin, Texas
According to local reports, a man was killed following a fall from a balcony five stories above ground in Austin, Texas. The accident occurred around 11:30 p.m. at a student housing complex near 25th and Pearl Streets. Police have not released any other details, including the victim's name, pending investigation.
Update: The victim has been identified as 19-year-old Richard Holland of Plano, Texas.
Commentary Details are obviously minimal at present, but this is a tragedy any way you look at it. An independent investigation is needed to determine liability in this accident. The Austin Police Department has not released enough information to get a good assessment of the incident, but the difficulty of single-party accidents makes the separate investigation a necessity. Fault is very difficult to resolve in a incident like this, but as with any fall at a residence, coding standards must be crosschecked. Railings, at all sites, must meet city and state height and width standards, the latter meaning the separation of vertical bars.
